STEP THREE: Filipino-French Wedding Procedure in the Philippines

Submitting the Required Documents to the Embassy

After having all the documents for both me and my fiancé I went to the French Embassy on the 6th of June, 2011 at the following address which I previously mentioned:
16th Floor, Pacific Star Building
Corner Gil Puyat and Makati avenues
1200 Makati City

I submitted my documents to the one in-charged for wedding procedures: Miss Audrey HUI BON HOA-CHAN.  She reviewed the documents with me, taking the ones needed and giving me back the excess documents like the numerous "Proofs of residency" for me and my fiancé (we wanted to be sure so we produced a lot).  Then she asked me a few questions about my answers to the questionaire just to confirm what I wrote there.  She confirmed my address, my parent's information, my profession and my job.  After receiving all the documents and asking all the questions she then told me that they are going to publish our names/information at the embassy for ten days and then send them to my fiancé's city hall in the French West Indies and publish it there for ten days as well.  The city hall will issue a Certificate of Non-Opposition and send it back to the French Embassy in Makati and that's when they CAN issue the Certificate of Legal Capacity but before that there has to be another interview (a long interview) again with Miss Chan for me and my fiancé.

This time we just have to wait for all the publication of banns and the sending of documents to and from the Philippines and hope everything will go well.

    Ang ganda po ng entries niyo sa blog lalo na po about dito sa procedures ng wedding po between Filipino and French. Through this nagkakaroon po ng ideas yung mga couples n hindi alam ang gagawin katulad ko po.

    1. How many months po yung processing nga lahat po from your first visit sa French Embassy hanggang sa wedding niyo po?
    2. How many months po nag stay yung fiancee niyo sa Pilipinas para po sa pag process ng documents.
    3. Kailangan po bang siya yung mag submit ng documents niya para po sa Certificate of Legal Capacity niya o pwede pong ako nalang mag submit ng mga documents?
    4. Anong mga instances po during the application yung kailangan po ang presence niya?
    5. Last po is how much po yung total (estimated) expenses niyo from the processing hanggang sa wedding?

      Thank you for the compliments. I'm glad you find the blog helpful. Here are my answers to your questions:
      "1. How many months po yung processing nga lahat po from your first visit sa French Embassy hanggang sa wedding niyo po?"
      ---->Our first visit at the french embassy was in January and our wedding was held on the first week of October, so around 9 months but this is also because we didn't start compiling our documents until May. The processing time would take around 5 months, that's for all the documents.

      "2. How many months po nag stay yung fiancee niyo sa Pilipinas para po sa pag process ng documents."
      ---->My husband didn't stay in the Philippines while we were processing the LCM but he was with me to claim it. The day after his arrival in the Philippines we immediately claimed our LCM and followed the legal procedures of the Philippines. He stayed around 1 1/2 month and we were married within this vacation.

      "3. Kailangan po bang siya yung mag submit ng documents niya para po sa Certificate of Legal Capacity niya o pwede pong ako nalang mag submit ng mga documents?"
      ---->You can submit all the papers alone, just make sure that he sign all the documents that needs to be signed. My husband filled-out and signed his documents while he was in France, sent it to me via FedEx and I was alone in submitting it to the embassy.

      "4. Anong mga instances po during the application yung kailangan po ang presence niya?"
      ---->He must be there for an interview (it can either be before you request for the LCM or when you claim it).

      "5. Last po is how much po yung total (estimated) expenses niyo from the processing hanggang sa wedding?"
      ---->This is subjective, for our case we had to spend a lot in sending the documents via FedEx, otherwise you won't really need to spend so much unless you pay for a notary to have a "contrat de marriage". You'll have to pay for papers like NSO (birth certificate and CENOMAR), CFO, Marriage Licence at the city registrar, Pre-Marriage counselling/seminar etc...

  4. You don't call a call center to ask for an appointment to submit your documents, you call the embassy directly. Go to the french embassy's website, the phone number is there.

    My French fiancee and I plan to get Married in France. Just want to ask if this Cenomar and Birth Certificate of mine be Authenticated ( red ribbon) before I send it to my Fiancee?

      To be clear all the information i share here are based on my experience. My wedding was celebrated in the Philippines so I really don't have any idea about the papers for the wedding to be done in France.

      To be safe you better have it authenticated and translated.

    My fiancee will once we have a schedule for interview, how ever he will just stay for 3 days because of his job. We will wait for the legal capacity to be release and he will come back agin for the wedding.
    But is 3 days enough time for that interview?
    Is there other stuff that we need to do together after the interview?

      The interview won't even take an hour, three days is more than enough. Just make sure you have all the complete requirements for the legal capacity.

  9. hi. your blog is so helpful, thanks. but i have questions too.. y did u say its impossible to u to marry in france? i just come back here in phils from visiting bf of 4yrs to meet his family & friends in france for 3months.and now we r planning to marry but a friend told me she knows friends who married in france first before marrying here in phils. do u think which one better & easy? is it necessary to marry in france too? and my passport will expire on march, im thinking to renew but we r thinking to marry in july, is it possible to change my passport while im in france?

    1. Hi!

      In my case it was very complicated to have the wedding celebrated in France since my husband was residing in Martinique (French West Indies) back then..

      As to your question of which is better between having the wedding in France or in the Philippines, it actually depends on both your convenience regarding the time, papers, finances etc..

      Some facts to consider though: If you decide to get married in France they'll issue you a tourist visa of 3 months, after the wedding and once your 3 month visa expires the French government obliges you to go back to your country of origin.
      Whereas, if you get married in the Philippines it'll be your husband who'll be needing to go back to France if he can't stay with you while waiting for the issuance of your Livret de Famille (about 3 months after the registration of your wedding at the French embassy). Once you have the Livret de Famille you can apply for a long stay visa and stay in France for good while still following the proper integration procedure.

      It is not necessary to get married twice, this is optional..once you're married YOU'RE MARRIED, be it in the Philippines or in France.

      Yes it is possible to change your passport in France, you can do it at the Philippine embassy in Paris.

      I've read your comment on my other blog post and I see that you're not far from Paris, there must be a Filipino community near you. Since you haven't found one yet, try going to their city hall "la mairie" and ask if there is a registered Filipino organization in the city. Try searching in FB groups too.

    your blog is so helpful and im glad to know it,i just want to ask about the LCM how many months is the fastest way they release it? i mean how long it takes po? me and my fiance is planning to get married this june or july but im very worried that we cant coz they say it really took time to get the LCM,he have already some documents and he ask a free visa in our embassy in france(embassy of philippines) just to have enough months to get married in philippines so he take 2 months for it in his job approved he can take his vacation,i was just worried that we will not get married this coming two months.because from the others embassy like us embassy LCM there didn't take long to get it.so i wonder why how long it would be in France embassy here in Philippines.

Having the LCM can really take time since it's a marriage banns that must be published 10 days at the french embassy in manila, will be sent to france and then posted 10 days at your fiance's city hall then if nobody opposes, the certificate of non-opposition will be sent to the embassy in manila and that's when they can issue you the LCM. So, you need to take into consideration the mailing times in addition to the 20 day posting of banns.
